With reference to your communication of the 11th instant relative to the Examination of Engineers in Shanghai for Certificate of Competency, I have the honour to report as follows:
The subject was mentioned to me in August last when I was in Shanghai, and I referred to it again. I was instructed by the Consul-General to request the Senior Naval Engineer to form a Board of Examiners to examine the Marine Engineers. The Shanghai Marine Engineers' Association requested permission for Mr. Houghton to proceed to Shanghai to conduct the examination.
There is no objection to this, and it is understood that H.M. Consul and the Senior Naval Engineer will form a Board of Examiners.
